The Mental Health Outpatient Clinic Program Manager will report directly to the Associate Chief of Mental Health & Behavioral Science or designee. Work directly with other Section Chiefs, Program Managers, and Leads, to ensure a comprehensive patient clinical care program across the continuum of care. The Program Manager has responsibility for the oversight, planning, development as well as compliance with Veterans Health Administration Directives, Handbooks, MCM and SOPs as it pertains to the Mental Health Clinic. They will supervise a multidisciplinary team that are following the BHIP model of care. Have excellent leadership skills, strong working knowledge of Veterans Health Administration and Mental Health performance measures, data-based decision making, and understands the principles of System Redesign. They will utilize their experience in mental health program operations and planning to implement and promote efficient patient flow, clinic management and timely access. Mental Health Clinic Program Manager should demonstrate proven leadership skills, including problem solving skills, conflict resolution abilities, task prioritization, project management, and efficiency improvements. This individual is expected to effectively handle supervisory responsibilities, programmatic oversight to provide recovery based, patient centered care in the Mental Health Clinic. Mental Health Clinic Program Manager duties also include but not limited to: Review operations and assist with implementation of Directives, policies and procedures related to the practice of mental health in the clinical setting and oversite of prescribers/staff working in the Mental Health Clinic. Ensuring established guidelines and protocols are followed, to include the diagnosis, treatment and medication management of patients with Mental illness. Reviews and identifies the needed resources to ensure the safe clinical practice of the Mental Health Clinic. Collaborates and participates with facility leadership and Utilization Management to ensure practice follow JC, CARF, and CO Directives in the practice and care of patients with Mental illness. Works to monitor Mental Health performance dashboards as it pertains to the practice of mental health in the clinic. Ensures staff compliance in timely evaluation, assessment and documentation of care provided. Have knowledge of and abide by Medical Center Bylaws, Veterans Health Administration Rules and Regulations and have familiarization with existing Veterans Health Administration clinical practice guidelines and implementation of the BHIP model, PCMHI and access. The Program Manager assumes a leadership role and collaborates with Mental Health leadership and Service staff /stakeholders in the design, development, implementation, and evaluation of the delivery of Mental Health healthcare in the outpatient setting. They have interactions with stakeholders within and outside of the organization, engages in networking, benchmarking and comparison of data is accomplished with other organizations. May liaison with Vet Centers and has frequent contacts with Congressional representatives and representatives of external regulatory bodies. Could be called upon to participate and represent Mental Health and West Palm Beach VAMC at local, VISN network and National level meetings and conferences. Perform recovery oriented, patient-focused clinical care in the Mental Health Clinic, to ensure safe and timely patient flow, ensures clinic grids are built to ensure the scheduling of appointments are completed in a timely manner to meet the needs of the Veterans and the service, ensuring timely access to the mental health clinical, and to manage the work flow of all providers in the Mental Health Clinic. They act with the full authority of the Chief, Mental Health & Behavioral Science Service or designee to accomplish these tasks. ,Program Manager must have the customer service, leadership, and clinical and administrative skills necessary to assure that a high standard of care is available to every patient. Must have knowledge of psychiatric special emphasis programs, including but not limited to Post Traumatic Stress Program, Substance Abuse Program, Acute Inpatient Care, Seriously Mentally Ill Programs MHICM/ERANGE/ PRRC, DOM services, Veteran's Resource Center, and Readjustment Counseling Services. Full understanding of emergency psychiatric triage service and experience with the development and implementation emergency services. Interpret, implement and respond to directives forwarded to the Mental Health & Behavioral Science's Mental Health Clinic from various levels of VHA to include VISN and Central Office. Ensures the Mental Health clinic meets all performance measures as it applies to the clinical setting, timely access to this clinic, and engages with Medical Administration in creation of the clinics, management of the clinics as well as the management of encounters ensuring they are timely addressed. Must be familiar with SAIL, VSSC, clinic management requirements, consultation took box, suicide prevention initiatives and REACHVET. Work Schedule: Monday through Friday, 8:00 am to 4:30 pm, with rotating tours of duty as needed. Financial Disclosure Report: Not required
