The Residential Rehabilitation Treatment Program (RRTP) Supervisory Social worker position is located within the Montana VA Health Care System (MTVAHCS). The position provides technical and administrative supervision to the RRTP for clinical, administrative, and nonclinical support staff. The incumbent oversees the daily operation of the RRTP, insures that agency policies and priorities are being followed, develops performance standards, and evaluates work performance of staff. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education: Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations Licensure: Individuals assigned as social worker program coordinator or manager must be licensed or certified at the advanced practice level and must be able to provide supervision for licensure. Experience: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Knowledge, Skills, and Abilities: To qualify at the GS-13 Social Worker Program Coordinator grade level, applicants must demonstrate that they possess the knowledge, skills, and abilities (KSAs) listed below. Skill in coordinating and implementing one or more specialty program(s), across the facility. Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive. Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s). Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Physical Requirements: This position provides direct services to patients and their families through casework. Incumbents must be physically and mentally able to efficiently perform the essential functions of the position without hazard to themselves or others. Normal work of the position requires visual acuity (with the ability to read typewritten characters without strain, corrective lenses permitted), keen hearing (aid permitted), clear distinctive speech, and manual dexterity. This position requires potentially moderate levels of lifting and carrying (15- 44 pounds). The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. ["The RRTP Supervisor Social Worker has responsibility for the health and safety of all Veterans in the MTVAHCS RRTP. This is accomplished primarily through the supervision and monitoring of clinical and administrative staff and the day to day operations in the facility. The population consists of Veterans with PTSD and/or Substance Use Disorder(s), but may additionally include secondary problems/needs of Homelessness, Criminal Justice Involvement, Suicide Risk, TBI history, and/or Serious and Persistent Mental Illness. The RRTP is a focus of the Uniform Benefits to which Veterans are entitled. The RRTP is a very busy, multi-problematic setting in which issues such as medical or mental health can quickly escalate to a critical level. Additionally, the balancing of resident safety with budgetary concerns is a delicate mixture of clinical concern and knowledge and practical experience. Keen judgments with confidence and effective communication are imperative to the functioning of this position and are a major area of concentration. Some duties may include, but are not limited to-- The incumbent considers all factors in assessing applicants for admission into the RRTP. The multi- program residential facility has three programs from which to choose: PTSD, Substance Use Disorders, and Co-occurring PTSD-Substance Use Disorders. As Chair of a multidisciplinary screening board decisions are made regarding treatment directions. If admission is decided upon, the incumbent coordinates the admission with all affected parties.- The incumbent has responsibility for maintaining an 85% bed occupancy rate in all RRTP programs.- The incumbent has responsibility for establishing procedures for the ongoing monitoring and evaluation of the effectiveness of all program activities. The Quality Improvement Program with the RRTP to enhance performance in the program as well a meet or exceed regulatory agency standards.- The incumbent ensures the collaboration and integration of treatment and rehabilitation services with Mental Health, Primary Care, and other specialty services.- The incumbent counsels residents living within the RRTP on a variety of mental health issues to include: PTSD, substance abuse, Serious Mental Illness, issues of homelessness, and relationship problems as well as issues of daily living within their level of experience and/or skills.- Provides educational leadership guidance and consultation to staffs of units to which assigned and identifies and arranges- May provide additional clinical supervision to various disciplines and levels of training, including trainees seeking licensure for development and training needs.- Serves as a consultant to other medical center staff and trainees, particularly related to the RRTP treatment setting.
