The Social Worker (Program Coordinator) practices in the Substance Abuse Residential Rehabilitation Treatment Program (SARRTP). As an Admissions Coordinator and Advance Practice Social Worker at the GS-12 level, the Social Worker functions simultaneously in an administrative and clinical capacity. It is anticipated that 50% of the effort will involve administrative responsibilities related to coordinating the admissions process and remaining effort will be devoted to direct patient care. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS-12: Experience and Education. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of program coordination and administration which includes consultation, negotiation, and monitoring Knowledge and ability to write policies, procedures, and/or practice guidelines for the program Ability to supervise multidisciplinary staff assigned to the program Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s) Ability to provide training, orientation, and guidance within clinical practice Preferred Experience: Experience working with substance abuse population in a residential treatment environment References: VA Handbook 5005 Part II Appendix G39 Physical Requirements: Must be in overall good health, able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the social worker or others. Position requires walking throughout the clinic and/or Medical Center, standing for extended periods of time, and involves sitting at a computer and in counsel and consultation with Veterans and interdisciplinary teams. Position may require significant travel into the community to meet with community agencies and partners who assist and support the SOAR program and its Veterans. This position also requires close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; and repetitive motions of the wrists, hands, and/or fingers. ["Include but are not limited to: Oversight and Management of the Admission Process: Receives new referral requests via electronic record or direct contact from a variety of internal and external referral sources Coordinates with local services Collaborates with and develops VA and community stakeholder relationships Serves as the primary liaison to the RRTP referral network in VISN 19 and across the National RRTP system. This requires near daily communication and coordination with other RRTP Admissions Coordinators, RRTP Program Managers, and leadership with RRTP section of VA Central Office Evaluates substance use disorder treatment needs of new referrals Evaluates other mental health treatment needs through chart review and direct interaction with referral sources Coordinates daily and as needed with SARRTP Program Manager and treatment team regarding new candidates and their appropriateness for admission Facilitates referral to other treatment providers or programs for individuals not deemed appropriate for admission Facilitates admission for persons assessed as clinically appropriate Provides ongoing, active case management for persons awaiting treatment Accesses resources as needed to restore stability and safety for these Veterans Provides program orientation for newly admitted residents Provides coverage for SARRTP Program Manager and other mental health therapists as needed Maintains data related to admissions and discharges to comply with VA and medical center policy and procedures, the Joint Commission, and the Commission on Accreditation of Rehabilitation Facilities (CARF) Participates in workgroup and/or committee assignments, as deemed appropriate by the SARRTP Program Manager Performs other related administrative duties as assigned Direct Patient Care: Provides a full range of advance practice social work services Independently conducts psychosocial assessments and formulates individualized treatment plans Skillfully identifies and responds to unsafe situations, facilitates crisis intervention assistance, mediates conflict resolution, and/or makes necessary referrals to ensure a safe outcome Meets individually with each veteran assigned to their caseload to provide psychotherapy services, evaluate treatment plan progress, and implement changes as needed Documents appropriately in the electronic health record Delivers Evidence Based Therapies (EBT) for SUDs and PTSD, i.e., Cognitive-Behavioral Therapy for SUD, and Prolonged Exposure and Cognitive Processing Therapy for PTSD as indicated Coordinates treatment and communicates with care lines to facilitate continuity of care for veterans Provides clinical supervision to students, interns, and less experienced staff in a way that promotes professional development and excellent service delivery Evaluates their practice on an on-going basis through participation in professional peer review, case conferences, research studies, or other organized means Work Schedule: May be required to work evenings or weekends in support of program/agency needs.
