The Supervisory Social Worker functions independently as the supervisor for the Homeless Program at the Pueblo CBOC. The incumbent is responsible for oversight and coordination of the Pueblo Homeless program under the direction of the Section Chief of Homeless Programs. Duties include oversight and leadership of the HUD-VASH program, the Coordinated Employment Specialist and program outreach. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. A valid driver's license is required. Basic Requirements: Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Grade Determinations: Supervisory Social Worker, GS-13 Experience/Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services by supervised social workers. Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. Ability to provide staff training and development. The work requires that the incumbent to drive on a regular basis as a significant amount of his/her time will be spent in the community meeting with Veterans, employers and other community agency representatives. The incumbent must also be able to operate a government vehicle. Transport veterans in government vehicles in support of meeting the goals identified in the veteran's treatment plan. Will be involved in the development of new community partnerships and participation in and coordination of special events for homeless veterans such as Stand Down, seasonal cold weather shelters, and the annual meeting for Community Homeless Assessment and Local Education and Networking Groups (CHALENG). The incumbent will actively participate in Local and Regional Homeless Coalitions in Eastern Colorado. The purpose is to develop working partnerships with community agencies, treatment facilities and maintain linkage with agencies that provide services to homeless veterans. These activities should forward the goals of the VA's Plan to End Homelessness among Veterans. Experience that demonstrates possession of advanced practice skills. The position requires specialized knowledge of the medical, mental health and social needs of veterans experiencing homelessness. Provides individual, group, and family psychotherapy and advanced level case management interventions used in the treatment of veterans with serious medical and psychiatric disorders. The incumbent provides services that access the continuum of care from outpatient, independent and institutional settings. Meet veterans in the community to facilitate treatment plans as needed. Additional duties may include: developing policies and procedures; providing data to DSS related to staffing and resource allocation; ensuring compliance with the USPEQ program; monitoring productivity data; providing standards and opportunities for staff to receive continuing education; assuring that staff meet the licensure requirement in a timely manner; representing Homeless in interactions with counterparts, and participating in VISN 19 and medical center committees as assigned.
