The Program Manager position is located at the main medical facility within the VA Southern Nevada Healthcare System (VASNHS). The Program Manager is programmatically and professionally responsible to the Associate Chief of Staff- Behavioral Health (ACOS-BH), Behavioral Health Service. The incumbent directs programs with multifaceted components that provide specialized, professional, therapeutic treatment services to Veterans in the VASNHS catchment area. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfathering Provision: The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS-0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker. Grade Determinations: Social Worker (Program Manager), GS-14 Experience/Education. One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs: Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care. Clinical BHIP responsibilities include providing diagnostic assessments, individual and group psychotherapy, psychological assessments, and case management services, as appropriate. Veterans treated within BHIP teams come from a wide geographic area and have a wide range of mental health diagnoses. Their healthcare, psychosocial problems, and needs are complex. They require a high degree of clinical oversight and creative problem solving. BHIP clinical care will focus primarily on providing evidence-based treatment. VASNHS is a complex and large level 1B facility with staff located at seven facilities in the catchment area. The administrative responsibilities of the Program Manger involves clinical and administrative responsibility for the Chief of Psychology Section, Specialty Services Section, the PCMHI Section, Psychology Training Section, and EBP/MST Coordinator. Duties of the position include, but are not limited to: Provides direct clinical and administrative supervision to the Chief of Psychology Section, Specialty Services Section, the PCMHI Section, Psychology Training Section, and the EBP/MST Coordinator. Develops short- and long-range goals and plans related to strategic plan. Develops and implements policies and procedures to ensure goal attainment. Manages administrative and programmatic resources, and outcomes monitoring using data-driven quality assurance processes. Along with the ACOS-BH, the Deputy ACOS-BH will initiate and supervise the hiring of new LIPs and non-LIPs for the Service. Provides leadership and guidance in carrying out program planning, outcome evaluation, and staff development activities. Participates fully in peer review, assessing the quality of professional standards provided in the organization. Responsible for identification of patient problems requiring consultation with other multi-disciplinary medical center staff and making appropriate referrals. Responsible for program resources and elements of fiscal management related to the assigned sections and assists the ACOS-BH in management of fiscal resources for the Behavioral Health Service. Manages space allocations/assignments for programs reporting to the Program Manager. Program Manager provides clinical services including direct clinical care to Veterans being treated in BHIP, via TeleMental Health and face-to-face modalities. A strong emphasis is placed on providing evidence-based treatments. Reviews all data, subjective and objective, and makes a clinical assessment, identifying needs and strengths. Effectively uses professional skill, objectivity, and insight. Uses clinical training, insight and experience to interpret data and to identify viable treatment options. Assesses high risk factors, acuity and need for services. Develops comprehensive treatment plans in coordination with interdisciplinary team members, including goals, objectives and interventions for psychosocial clinical treatment. Makes adjustments to the treatment plan and interventions based on the changing needs, response to interventions, and to improve outcomes. Provides individual, family, and group therapy services in accordance with the needs identified in the Veteran's treatment assessment and treatment plan. Ultimately responsible for all entries in the Veteran's medical record (CPRS) and timely completion thereof, including discharge summaries and patient encounters. Responsible for completion of all assigned clinical reminders for patients under his/her care, and performance measures assigned to the Care Line. Participates in research as appropriate through case finding and referral of patients to clinical investigators engaged in research or through participating in research studies.
