VA Portland Health Care System is a Complexity Level 1a Facility and provides extensive primary, secondary, tertiary, and quaternary care in outpatient, inpatient, residential, and community settings. VAPORHCS is a multi-site medical system that includes a major medical facility in Portland, Oregon, outpatient and residential facilities in Vancouver, Washington, and 10 Community Based Outpatient Clinics. Basic Requirements: Citizenship. Be a citizen of the United States. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. c. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Grade Determinations for Supervisory Social Worker, GS-13: (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to independently organize work, set priorities, and meet multiple deadlines. (b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. (c) Ability to ensure provision of clinical social work services by supervised social workers. (d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion. (e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service. (f) Ability to provide staff training and development. ["VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU The duties of this position include but are not limited to the following: At the GS-13 grade, Supervisory Social Workers (Patient Care Line 'PCL' Managers) typically supervise a significant number of multidisciplinary professional staff, including advanced practice social workers, psychologists, psychiatrists, nurse practitioners, and nurses. They are responsible for the professional and administrative management of an area in the Mental Health Division in a care-line, or across multiple sites of care. They typically also provide direct clinical services. Social Work PCL Managers must be licensed at the advanced practice level and must be able to provide supervision for subordinate social work staff to qualify for licensure. The incumbent assumes the supervisory and administrative responsibility for the management of one or more clinical locations within the VA Portland Health Care System. As the supervisor, the incumbent assists in planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives, as well as monitoring, operating, evaluating, coordinating, and overseeing the clinical staff of the assigned programs. The incumbent will ensure the employees whom they supervise are aware of and adhere to all current directives of VHA, OMHO, and meet current Joint Commission and CARF standards, state licensure standards, and VA-OIG expectations. The incumbent will conduct ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies. Social Work PCL Manager for the Mental Health Division responsibilities include overseeing the scope of practice and professional development of staff within the Mental Health Division (MHD). Oversight of clinical and professional practice for non-social workers is done in collaboration with appropriate staff (i.e. Chief of Psychology, Chief of Psychiatry, or Associate Chief Nurse Executive). The Social Work PCL Manager collaborates with MHD Executive Leadership to optimize their programs' efficiency, improve outcomes for Veterans, and improve performance on the various VA metrics (i.e. productivity, SAIL, utilization, encounter completion, etc.) Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Incumbent works to resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent ensures that subordinates are trained and fully comply with the provisions of the safety regulations.
