Lovell Federal Health Care Center has a jointly administered research program in conjunction with Hines VA. The two facilities share Research and Development Committees and Institutional Review Boards. The Lovell FHCC Assistant Chief Medical Executive for Research and Development (ACME R&D) reports to the Chief Medical Executive and the Hospital Director at FHCC and also has reporting responsibility to the Hines VA Associate Chief of Staff for Research and Development. The psychologist for whom this functional statement applies is assigned to the Research and Development Department within the Directorate for Medical Practice, Chief Medical Executive Office (CME). In addition to providing direct patient care, this psychologist has a 40% FTE obligations to the research program including an additional 50% of Administrative to include miscellaneous Research obligations. This also includes but not limited to supervisory responsibilities, and limited administrative/managerial duties, as described below. Clinical Responsibilities: (10% time) -Provides a full range of psychological assessment services, evaluations and diagnoses mental disorders, particularly for complex or unusually difficult patients. -Provides education to patients, family members, and significant others. -Provides comprehensive, evidence-based psychotherapeutic interventions, including individual, family, and group psychotherapy. -Provides consultation to professional staff within the Federal Health Care Center (FHCC) and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients. -Develops, implements, and documents the psychotherapeutic treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders. -Functions independently as a member of the FHCC Medical Staff, with full clinical privileges. -Assumes complete professional responsibility for his/her clinical assessment findings, patient care decisions, and documentation. Administrative responsibilities (50% time) -Conducts and participates in their approved research studies, while soliciting to the growth of the FHCC research program. -Adheres to operational policies and procedures for the treatment team, established by the affiliated Patient Care Line Director and/or Service Line Director. -Participates in monthly FHCC Internal Research and Development (R&D) Committee meetings as the Executive Secretary. -Facilitates liaisons with other health care programs in order to effectively coordinate services. -Complies with national and local performance measures, including timely health care screening and completion of clinical reminders for all patients. -Mentors and assists research investigators in preparing proposals that meet R&D Committee and Sub-committee review process requirements. Consults with PIs and serves as a resource for scientific and technical issues. He/she recommends training to assure competency of staff. -Ability to function as Principle Investigator and as a team leader in conducting health services research. Research (40% time) This position will serve as the Assistant Chief Medical Executive for Research. The incumbent of this position has extensive funding through grants and oversees the overall outcomes and expenditures associated with their research. The incumbent is responsible for initiating policies, procedures and organizational structures necessary to achieve the stipulated goals. The incumbent is responsible for planning, developing and directing the complex scientific activities necessary to advance the program. Depending upon research skills and expertise, he/she will be responsible for oversight of specific aspects of health services, rehabilitation, clinical, animal, or basic laboratory research and safety at the discretion and direction of the CME. The ACME is responsible for compliance with both VISN- and Veterans Administration Central Office (VACO)-mandated research policies including those issued by the Office of Research and Development (ORD) and the Office of Research Oversight (ORO) and includes accreditation of Human Research Protection Program and the animal research program. Mentors and assists research investigators in preparing proposals that meet R&D Committee and Sub-committee review process requirements. Consults with Principle Investigators (PI) and serves as a resource for scientific and technical issues. He/she recommends training to assure competency of staff.
